Most of us have experienced this or a similar situation. You're in a place of business or at work, and notice someone has a dog with them. It's a "therapy dog" or an "emotional support" animal. Among other reasons, these dogs and other therapy animals can help to lessen an owner's anxiety and depression. Business owners are hard put to know what the legal limits are on allowing or banning such animals.
