Alert: The EPA’s Hazardous Waste Generator Improvements Rule has been finalized.

The rule includes over 60 changes to the hazardous waste generator regulations, many of which add responsibilities for generators that will require more compliance, time and effort. Some changes, however, attempted to reduce a generator’s regulatory burden by providing greater flexibility in how facilities and employees manage their hazardous waste.

The final rule includes revisions that reflect EPA’s response to hundreds of comments that were submitted about the proposed rule.

Liane Hetherington-Ward is a Senior Consultant at Schreiber, Yonley and Associates, a Trinity Consultant Company. She has been providing environmental compliance and regulatory interpretation services for three decades, and has comprehensive experience working with RCRA regulations and the underlying policies. Ms. Hetherington-Ward holds an M.S. in Environmental Engineering from Cornell University, a B.S. in Technology and Human Affairs (Engineering Policy) from Washington University in St. Louis, and an A.B. in Biology, also from Washington University.

Ms. Hetherington-Ward has particular expertise in waste characterization issues and the complexities of the RCRA definitions of solid and hazardous waste, as well as related programs such as the Non-Hazardous Secondary Materials (NHSM) and Universal Waste rules. She assists clients in maintaining hazardous waste compliance through permitting, training, and compliance evaluations, and helps clients prepare for changing requirements as new RCRA regulations are promulgated. She has recently been assisting clients with their navigation through and preparation for the changes in the upcoming Hazardous Waste Generator Improvements rule, Export/Import revisions rule, and Electronic Manifest rollout.
