Aboveground Storage Tanks: How To Effectively Manage SPCC Requirements
About This Course:
In August 2013, the EPA revised its spill prevention, control, and countermeasure (SPCC) guidance for regional inspectors-guidance designed to assist EPA inspectors in implementing the SPCC rule requirements, understanding SPCC applicability, and in helping to clarify the role of the inspector in reviewing a facilityƕs implementation of the performance-based provisions of the rule.

The guidance is also available to owners and operators of facilities that may be subject to the requirements of the SPCC rule and to the general public on how EPA intends the SPCC rule to be implemented.

If your facility has aboveground storage tanks (ASTs), now is a good time to visit your compliance obligations to ensure that your SPCC plans don't include gaps, such as secondary containment integrity, facility, compliance with inspections, testing and evaluation regulations, and AST documentation requirements have not developed over time. Plus, you should know where regional inspectors may more closely focus their inspections of secondary containment, consistency and thoroughness of AST system inspections and testing and completeness of contingency plans.

Join us for an in-depth webinar where our speaker, an experienced EHS professional who has helped many companies develop compliant SPCC plans, will provide participants with clear guidance on how to assure that their existing AST-related plans are compliant. She will also discuss the recent revised SPCC guidance for regional inspectors.

Learning Objectives:

  • Key findings of an EPA study that evaluated spill occurrence, predicted and actual, including annual throughput, number of tanks, and size of tanks
  • A review of the EPA's recently revised SPCC guidance for regional inspectors and associated implications
  • How to determine, using a simple flowchart, if your facility must comply with SPCC regulations
  • Written SPCC plan requirements
  • When you need certification by a professional engineer for your SPCC plan and when can you self-certify
  • What's considered "adequate" secondary containment
  • Pros and cons of underground vs. aboveground storage tanks
  • A review the the Tier I qualified facility plan template
  • How to best identify and evaluate resources to assist you in developing the aboveground storage tank component of your SPCC plan
