On August 1, 2013, President Obama issued Executive Order (EO) 13650—Improving Chemical Facility Safety and Security. The EO is designed to enhance the safety and security of chemical facilities and reduce risks associated with hazardous chemicals to facility workers and operators, communities, and responders.

EO 13650 has far reaching implications that EHS managers need to understand. For instance, it seeks to:

  • Improve operational coordination with, and support to, state and local partners
  • Enhance federal agency coordination and information sharing
  • Modernize policies, regulations and standards
  • Promote stakeholders to work on identifying best practices


In addition, EO 13650 directed that a working group of key federal agencies be established to coordinate efforts on three key regulatory programs: OSHA Process Safety Management (PSM), EPA Risk Management Program, and Department of Homeland Security Chemical Facility Anti-Terrorism Standards (CFATS).

It is believed that by better coordinating these three critical programs, overall risks could be mitigated and the burden of compliance on the regulated community could be reduced and made more cost effective.

In May 2014, the working group issued its report to the president. The report summarizes working group progress, findings and lessons learned, ongoing challenges, and priority next steps.

Now is the time for EHS managers to start assessing existing chemical risk management programs to prepare for full compliance. In particular, every EHS manager responsible for risk management needs to understand the overall thrust of the working group’s report and begin to develop the necessary strategies for assuring that their PSM, RMP, and CFATS are in compliance and aligned with the report recommendations.
