The purpose of the EPA’s Spill Prevention, Control, and Countermeasure Program (SPCC) is to prevent oils, greases, and fuels from spilling into waters of the United States and adjoining shorelines. In order to achieve compliance, facilities covered by the regulations must write, certify, and implement a compliant SPCC plan.

As an environmental manager, you may be faced with the task of updating your organization’s decade-old SPCC Plan, or be required write a new one from scratch. Understanding what the SPCC regulations required is essential for updating, writing, and certifying a compliant SPCC plan to avoid costly fines.

  • Assess the original regulations, including all amendments and changes
  • Verify key compliance dates and definitions
  • Identify who, what kinds of materials, and which facilities are covered by the rules
  • Calculate the accurate oil storage capacity of your facility
  • Evaluate if your facility could reasonably discharge to navigable waters and adjoining shorelines
  • Determine whether or not your facility should use flow diagrams
  • Consider the SPCC applicability exemptions
  • Identify the primary SPCC Plan components that are applicable to all facilities requiring a SPCC Plan including:
    • Facility description and diagram requirements

    • Inspections and integrity testing
    • Security measures
    • Spill response and notification procedures and training
  • Evaluate the types of SPCC Plans to consider including Full, Self-certified Plan for Tier II Qualified Facilities, and Tier I Qualified
  • Identify and assess outside resources to help in writing and certifying your compliant SPCC Plan

Heather Woodward is a Technical Director at W&M Environmental Group and Registered Environmental Manager (REM) and Certified Hazardous Materials Manager (CHMM) acknowledged for her expertise in industrial compliance, real estate due diligence, EHS training, and remediation project management.

Throughout Ms. Woodward’s 20+ years of Environmental, Health and Safety (EHS) experience, she has had the opportunity to manage several unique projects such as: general regulatory compliance and reporting, storm water pollution prevention plans (SWP3), spill plans (SPCC), asbestos management, litigation support, CERCLA/Superfund steering committees, Phase I & II Environmental Site Assessments, EHS training, and corporate wellness programs.
