OSHA’s standards on controlling hazardous energy through lockout/tagout (LOTO) are quite specific and stringent. Exceptions are few, but there are permissible options available if you understand the standard.

For instance, what’s commonly referred to as alternative protective measures (APMs) or the “minor servicing exception” (OSHA CFR 1910.147(a)(2)(ii)(B)) may apply to your equipment depending on the circumstances. APMs allow employees to access hazardous areas of the machine without performing traditional LOTO, so long as certain criteria are met.

To use APMs, the servicing activity must occur during normal production operations. In addition, the service must be routine, repetitive, and integral to the production process. Also, alternative safeguards must be installed to provide effective alternative protection.

To figure out if you meet the criteria for, it’s important to perform an energy hazard risk assessment to ensure that all potential energies have been identified and addressed. If you meet the criteria and have addressed all concerns, utilizing APMs may be to your advantage.
