The EPA’s Significant New Alternatives Policy (SNAP) program continues to approve new refrigerants and ban others for use in the HVACR industry, making it very difficult to keep up with what is allowed and what isn’t. The EPA is forcing end-users to use refrigerants with lower global warming potential, some of which have very different safety requirements than the refrigerants commonly used until now.

In addition, compliance with Section 608 of the Clean Air Act has become more complex with the recent amendments that extend its reach to include all HFC and HFO refrigerants. Some of the amendments have already gone into effect this year, others will go into effect in 2018 and 2019.

Also, while the EPA phase out of R-22 refrigerant is winding down, it will be illegal to manufacture or import R-22 in the United States as of 2020. However, more than 50% of the air conditioning and refrigeration equipment nationwide still uses it. On top of that, the global community is now talking about HFC phase-outs.

The next five years will require whole scale changes to how end-users purchase, use, manage, and dispose of refrigerants. End-users must evaluate their existing programs and policies and prepare for these challenges. The EPA is giving end-users enough time to adjust, but they will only succeed if they start the process now.

Keilly Witman is the owner of KW Refrigerant Management Strategy, a consulting firm that helps the HVAC & R industry manage the many strategic challenges of today’s and tomorrow’s refrigerant world.

Prior to starting her own firm, Ms. Witman worked in the EPA’s Stratospheric Protection Division, which regulates refrigerant sales, use, and end-of-life. Ms. Witman has held over 80 webinars on refrigeration and refrigerant management, co-authored best practice guidelines for refrigerant leak prevention and repair, installation leak tightness, and R-22 retrofits; written dozens of articles on current topics in refrigerant management, and developed tools to help industry calculate the financial and environmental impact of their refrigerant emissions. In 2010, she was named one of industry’s 50 most influential people by Supermarket News.

Ms. Witman has a law degree and a master’s degree in environmental policy from Vermont Law School.
